Beautiful jumper, but fitting is difficult for larger chest

I absolutely love this outfit, but I am having difficulty getting the right size. I am an athletic build, but have a decent size chest. I fit well in the lower half in smaller sizes, but it is too small around my chest so I have to get a larger size and get it altered to fit. The skirt is also pretty long (I am 5' 4") and will need to get it shortened.
